Development Officer
EFA (Education Fights AIDS) International is a US-based non-profit organization that aims to promote the successful future of African children and youth infected with or affected by HIV/AIDS through education and empowerment. EFA’s training and education activities foster the development of strong, independent thinkers who can help lead their communities towards social change. EFA is seeking a part-time volunteer Development Officer to assist with fundraising efforts to support this dynamic, grassroots, volunteer-run organization.
Organizational overview
Initially established in 2006 by a group of returned Peace Corps Volunteers (RPCVs) from Cameroon as a means to further develop the work that these volunteers started during their Peace Corps service, EFA has grown to include both RPCVs and other individuals that care deeply about youth and the development of sub-Saharan Africa. EFA’s programs are focused on empowering young people with the skills, resources and support they need to live positive and healthy lives. Currently, EFA has two primary projects: the Youth Empowerment Network in the Far North Region of Cameroon and the Child Support Center empowerment program in Kigali, Rwanda. EFA International has a regional office in Maroua, Cameroon.
Development Officer
We are seeking a development professional, or a graduate level intern, who is interested in using his or her expertise to assist our grassroots organization as we significantly expand our activities.
The Development Officer will have the opportunity to play a critical role in a dynamic organization. The Development Officer will work closely with the Fundraising Committee of the EFA International Board of Directors. The Development Officer may complete his or her work from anywhere in the United States.
Specific Responsibilities
- Assist Fundraising Committee with various components of EFA International’s annual fundraising plan, including:
- Spearheading grant research and writing for the organization;
- Assisting with fundraisers and advocacy events; and
- Brainstorming other methods for increasing EFA’s donor base.
- Liaise with the webmaster and other members of the communications team to ensure consistency in public relations messages and activities
Qualifications
The ideal candidate will possess:
- Relevant university degree , preferably with at least three years professional experience;
- Experience with grant writing;
- Familiarity with the international donor community;
- Professional proficiency in English;
- Experience working with a diverse team; and
- Excellent written and oral communication skills.
Experience with international development issues and knowledge of French preferred.

EFA International is a US-based non-governmental organization (NGO) currently working in the Extreme North region of Cameroon with a mission to promote the successful future of African children and youth infected and/or affected by HIV/AIDS through education and empowerment. EFA International is working towards this mission by empowering young people living with HIV/AIDS with the skills, resources, and support they need to live positive and healthy lives. Through training and education, our organization fosters the development of strong, independent thinkers who can help lead their communities towards social change.
EFA’s regional office in Maroua, Cameroon, coordinates an HIV+ youth network in the Extreme North region, which currently works with five associations of HIV+ youth. EFA Cameroon plans to increase this number to eleven associations by 2012. The HIV+ youth network provides leadership and empowerment opportunities to participating HIV+ youth through interventions such as a Peer Education training program, which provides HIV+ youth with skills to conduct HIV prevention education in the community in collaboration with local health centers, and a Technical Assistant Program, which offers professional development opportunities through the creation of new associations of HIV+ youth in new communities.
In January 2010, EFA Cameroon designed a comprehensive strategic plan for the next three years. Given the ambitious nature of the plans, the regional office seeks a Monitoring and Evaluation (M&E) Advisor to complete and contribute to the team. The M&E Advisor would establish a robust M&E system for all organizational activities. The M&E Advisor will work closely with program staff and beneficiaries in a participatory approach to gain stakeholder buy-in and ultimately implement the M&E system.
Scope of Work:
- Finalize all results frameworks and measurement indicators for three-year strategy in collaboration with local staff and beneficiaries;
- Develop all primary data collection tools and validate with all stakeholders;
- Develop an Excel database for data entry and storage including relative policies and procedures on keeping source documents, etc.;
- Develop all activity reporting tools for the organization and beneficiaries and validate with all stakeholders;
- Develop a final 3-year M&E plan and Operations Manual that outlines all aspects of the M&E system;
- Train all local staff and project beneficiaries on their respective roles in the functioning of the M&E system, including primary data collection and reporting tools and data entry responsibilities.
Deliverables :
By the end of the volunteer service, the M&E Advisor should :
- Produce a complete M&E Plan and Operations Manual which presents the overall results framework and proposed measurement indicators for the three-year strategy and describes the processes and tools associated with data collection, entry, storage, analysis, and ultimately data use for improved evidence-based decision making and programming; and
- Successfully train all local staff on all aspects of the M&E system. Local staff should be able to prepare a report independent of PCRV assistance.
Working Conditions:
The regional office consists of a Country Representative, a Program Officer, and a full-time Peace Corps Volunteer- serving as the Principal Technical Advisor- who work collaboratively on all organizational activities. The regional office staff also work closely with representatives from the five associations of HIV+ youth who currently comprise the HIV+ youth empowerment network in the implementation of all organizational activities. The M&E Advisor will be the fourth member of this collaborative team and will spend a significant portion of their time directly working with HIV+ youth beneficiaries.
The position is primarily at the EFA regional office in Maroua, Cameroon, with some travel to the field to visit primary data collection sites with HIV+ youth groups in the region. EFA International will provide safe and comfortable lodging close to the regional office for the duration of the volunteer position. The M&E Advisor is required to bring their own laptop computer but internet and telephone will be available at the regional office.
The ideal candidate will possess:
• BS in Public Health, Statistics or related field; advanced degree is preferred
• High proficiency in spoken and written French
• Experience in monitoring and evaluation of public health programs is preferred
• Experience in the field of HIV prevention and/or care and support services is preferred
• Experience working or volunteering in developing countries required; experience in sub-Saharan Africa strongly preferred
